New Mexico has a rocky gambling past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Indian casino craze. Politics assured that would not be the situation.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to create a compact with New Mexico Indian bands. When the panel arrived at an agreement with two important local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it seemed that American Indian betting in New Mexico was a certainty. But when the new Governor signed the compact with the Native tribes, anti-gambling groups were able to hold the deal up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the compact, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full accord between the Government of New Mexico and its American Indian bands. 10 years had been lost for gaming in New Mexico, which includes Native casino Bingo.
The not for profit Bingo industry has gotten bigger from 1999. In that year, New Mexico not for profit game providers brought in only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo earnings have increased steadily since then. 2005 witnessed the greatest year, with $1,233,289 earned by the operators.
Bingo is certainly favored in New Mexico. All types of operators try for a piece of the action. Hopefully, the politicians are done batting around gaming as a key issue like they did in the 90’s. That is most likely hopeful thinking.
